In this expert guide, we’ll highlight the three most important laundry equipment guidelines for hospices specialising in palliative care.

We understand how important it is for you to meet the key regulations and government standards when it comes to your laundry processes. That’s why this guide is here to help you not only meet regulation guidelines, but also provide the best services and maximise safety for extremely vulnerable residents receiving end of life care.

Focus 1: CQC Inspections

The Care Quality Commission (CQC) is an independent regulator established by the Health and Social Care Act 2008. They are responsible for inspecting care homes, including hospices and palliative care, across the UK and play a vital role in the development of regulations for care, which include best practices in your laundry room.

Key CQC Laundry Guidelines For Care Homes

When inspecting your hospice, the CQC expects to see a safe and sanitary environment with well cared for residents, who are as comfortable as they can be. They will check that laundry is carried out in accordance with the Health Technical Memoranda 01-04 (HTM 01-04) for laundry disinfection, which we’ll go into later on in the guide.

Top tips for staying CQC compliant:

  1. Focus on the five key questions the CQC always ask themselves during inspections: Is the establishment well-led? Safe? Effective? Caring? Responsive?
  2. Make following the HTM 01-04 guidelines a priority in your laundry rooms (see HTM 01-04 below).
  3. CQC representatives can arrive unannounced – be sure that you are always inspection-ready.

Focus 2: HTM 01-04

The Department of Health’s Health Technical Memorandum (HTM) 01-04 provides guidelines for the disinfection of linens in care and hospice settings.

Key HTM 01-04 Laundry Guidelines

Current laundry equipment guidelines for care homes, hospitals and hospices state;

An industrial/commercial-type washing machine capable of meeting the disinfection requirements given in ‘Disinfection of linen’ within the ‘Management and provision volume’ is required. A hot wash cycle is recommended (71ºC for at least three minutes or 65ºC for at least ten minutes) or alternatively a chemical disinfection process may be adopted as long as it meets the requirements of ‘Disinfection of linen’. This should be professionally installed and maintained.

The washing machine’s disinfection stage must be validated at least annually to prove it meets the requirements above (in accordance with the ‘Schedule of periodic tests’ within the ‘Engineering, equipment and validation’ volume). It is likely that an external validation contractor or the machine manufacturer would need to undertake these tests on behalf of the organisation.

Thermal disinfection

A thermal disinfection cycle that reaches 71ºC for at least three minutes or 65ºC for at least ten minutes.

Chemical disinfection

A chemical disinfection process that satisfies the requirements in the section ‘Disinfection of linen’ (in the ‘Management and provision’ volume).

What happens if my hospice isn’t HTM 01-04 compliant?

We understand the importance of being HTM 01-04 compliant. It’s possible that, if you aren’t meeting the HTM 01-04 standards, it could be placed into special measures or even shut down.

If an inspection finds that you aren’t meeting the HTM 01-04 standards and a resident or staff member has been harmed because of this, it’s possible that, in extreme cases, the CQC can bring prosecution against you. We’re here to make sure that your commercial laundry equipment is always compliant with the latest regulations.

Top tips for HTM 01-04 compliance:

  1. Ensure that every load of laundry is thoroughly disinfected according to relevant healthcare laundry guidelines
  2. Establish routes for the transportation of soiled items, from collection to washing and storage, in order to prevent cross-contamination
  3. Ensure staff are adequately trained in thermal and chemical disinfection methods

Focus 3: WRAS (Water Regulation Advisory Scheme)

Full compliance with all regulations, particularly when taking care of residents receiving end of life care. The Water Regulations Advisory Scheme (WRAS) and KIWA are organisational bodies ensuring protection of the public water supply by setting standards for products such as commercial washing machines.

Key WRAS care home laundry guidelines

The WRAS care home laundry guidelines contain five WRAS Fluid Categories. It ranges from 1, for wholesome water, to 5, for water which is contaminated by faecal material or other human waste. All care homes are deemed high-risk due to a typically high level of incontinence. Therefore washing machines should be protected by a suitable backflow prevention device such as an air-gap.

What happens if my hospice isn’t WRAS compliant?

We understand the seriousness of keeping your water clean, which is why we’re here to help you pass any inspection from the local water authority. If your local water authority finds that you aren’t meeting UK Water Regulation 4 standards and you don’t pass a second inspection, your machines will be declared unfit. If you don’t take action, they may disconnect your hospice or care home’s water supply. It’s important to meet WRAS/KIWA compliancy as contamination of the water supply is a criminal offence.

Combi oven definition:

A combi oven is a three-in-one oven which allows you to cook with steam, hot air (convection) or a combination of both. As an alternative to using a separate steamer or convection oven, a combi can be used to replace both appliances – saving time, space and money when it comes to professional food preparation.

Three cooking options in one oven

A commercial kitchen combi oven allows you to choose between three different cooking options in one appliance:

    1. Steam Cooking
    2. Convection (dry heat) Cooking
    3. Combination Cooking (a mixture of steam and convection)

Steam Oven Cooking

Water is injected into the combi oven for this option – ideal for cooking ingredients which might otherwise be boiled or steamed individually. ‘Combi steamers’ are especially good for cooking fish – a delicate ingredient that may shrink and dry out or break in a conventional range oven. And by cooking vegetables using steam in a combi instead of boiling water, you’ll ensure they keep more of their nutritional value and natural colour.

Convection Cooking

When this combi oven function is selected, dry heat is circulated around the oven oven – just as you might be familiar with at home in your domestic oven. This method is perfect for finishing all types of food including breads, pizzas and pastries, or for searing meats at the beginning of the cooking process.

Combination Cooking

This allows you to have the ‘best of both worlds’ for high volume cooking, and is what sets combi ovens apart from all other pieces of catering equipment available. Both dry heat and steam are used together and an automatic mode ensures the right levels of moisture for the food you’re cooking. This means you can cook at higher, ‘more humid’ temperatures for less time, without the risk of burnt edges or shrinkage.

Our favourite combi oven functions

The most useful combi oven feature is climate control. This is the ability to adjust the moisture levels which is the primary reason why the combi was invented. The use of climate control by cooking with steam provides quicker cooking times as the steam penetrates the food more rapidly than a traditional oven and leaves the food in better condition. This minimizes the chances of dry food, or even worse, burnt.

Another key JLA combi oven feature is the MagicPilot system, a simple touch and slide operation on the appliance’s main function screen. The MagicPilot system is easy to use and is similar to using the technology of a modern smartphone. This feature is precise and allows for automatic cooking using the autoChef with a simple touch of the screen.

You can also benefit from the WaveClean function, an automatic cleaning system which provides for energy-efficient use. It’s worth pointing out that Waveclean tablets are provided ‘free for life’ as part of our Total Care package.

What can you cook in a combi oven?

Meat

Up to a third of the weight of a cut of meat can be lost during traditional roasting, as all the product’s natural moisture is effectively dried out. Having a gentle steam flow in the oven will minimise shrinkage and weight loss leaving your customers or residents to enjoy a more tender and ‘fuller’ joint.

A 3kg chicken conventionally takes around 2 hours to cook, in a combi oven that is set correctly with the appropriate amount of moisture, this reduces to around 45 minutes. The climate control feature grants the ability to cook all kinds of products all at once (roasted vegetables, potatoes and meat together).

Fish

Steaming is well-suited to cooking fish dishes because it will help maintain the delicate flavour and key nutrients with the added benefit of minimal shrinkage. The injection of steam means the product will not dry out and break. Innovative technology means the oven knows exactly how much steam to inject for the food you are cooking.

You get roasts that are crisp on the outside, as in a conventional oven, and succulent on the inside, as in a steamer. They can prepare all sorts of different foods perfectly, because the oven cabinet’s environment can be adjusted to suit what is being cooked. Roasting, baking, poaching, grilling… the combi does it all.

Vegetables

By cooking your veg in steam rather than boiling it, broccoli, carrots, new potatoes and other popular sides will keep more of their nutritional value and natural colour – important whether you’re cooking in a care home, hotel or professional restaurant kitchen.

Breads, pies & pastries

Working as a fan oven, in the ‘convection’ mode, a combi can achieve a crisp finish and bake things evenly with no burnt edges. The injection of steam ensures the inside of the food remains moist and tasty, just as it should be.

You may come across a number of combination microwaves when doing your combi oven research. While these work in a similar way (combining regular microwave functions with some oven ‘grill’ and ‘fan cooking’ features), these are much more ‘domestic’ and small-scale than the professional combi oven you’ll need for larger commercial catering challenges.
